歐洲化學(xué)品管理局（ECHA）于2014年9月1日就新的推薦加入授權(quán)清單中的物質(zhì)發(fā)起公眾咨詢，提交評論的截止時間是2014年11月30日。同時，ECHA將協(xié)助歐盟委員會了解這些物質(zhì)列入授權(quán)清單可能產(chǎn)生的社會經(jīng)濟影響。
ECHA會定期從授權(quán)候選清單中向歐盟委員會推薦優(yōu)先列入授權(quán)清單（REACH附件XIV）的物質(zhì)。基于注冊卷宗中的數(shù)據(jù)和其他可獲得的信息，及成員國委員會的初步咨詢，ECHA推薦如下的優(yōu)先物質(zhì)，包括從煤焦油中提取的2個物質(zhì)，7個含鉛物質(zhì)，4個含硼物質(zhì)，7個鄰苯二甲酸酯及2個其他物質(zhì)：

ECHA在推薦這些物質(zhì)加入授權(quán)清單的同時，也提出了每一個物質(zhì)授權(quán)所要求的條件，包括最遲申請授權(quán)日期和日落日期。
這些物質(zhì)的利益相關(guān)方被邀請就該推薦草案提出評論，評論可通過ECHA網(wǎng)頁上的表單進行提交。
在公眾咨詢過程中收集到的信息將用于進一步評估這些物質(zhì)優(yōu)先列入授權(quán)清單的工作中。ECHA希望從這些物質(zhì)中篩選出最終的推薦清單傳遞到歐盟委員會。同時還要考慮ECHA和歐盟委員會是否可以在法規(guī)規(guī)定的時限內(nèi)處理相關(guān)工作。歐盟委員會將最終根據(jù)ECHA的推薦決定哪些物質(zhì)列入授權(quán)清單及每一個物質(zhì)對應(yīng)的適用條件。
在公眾咨詢過程中可能需要輸入用于電話訪問的聯(lián)系方式，歐盟委員會可能會就這些物質(zhì)列入附件XIV所產(chǎn)生的社會經(jīng)濟影響進行電話訪問。這些訪問得到的信息是直接傳遞到歐盟委員會，ECHA在推薦過程中不會考慮這些信息。
